Hello sir, in this process you only put the dimensions. it is not editable drawing.

– Yes, these instructions are correct, and it will work horizontally and vertically perfectly, as scale works in all directions.
– However, it will only work in cases where PDF drawing has a drawing in only one scale(For example 1:200). If the PDF drawing has many different small part drawings with a different scales(For example: One drawing scale 1:200, and another 1:50), at the same time, it will only work relative to the scale factor you are using. So, if you want to scale all other drawings with a different scales, you have to probably copy the part of PDF and repeat the procedure again based on the scale it was written and put on PDF.
– Also, in the bigger dimensions, you may get some discrepancies. In the example above, the part is very small, and you will easily get the exact dimensions after scaling. However, if your dimensions bigger, (like in my case more than 30 meters), you will have some deviations around 5-10cm. So, make sure you will re-check dimensions on sites. Depending on how important the exact dimensions to you and the subject you are drawing, of course.

Sir am using Autocad 2016 version…in that version there is no option to import PDF only insert option is available……then how can i measure pdf drawing in that version

That is a good way but in my experience and also my preference, I use the reference option. Base point of 0,0 like you said but when it asks for scale factor, copy or reference, input reference, and pick the length of the line and then manually enter the value, (22.5 in the case of your example)
Not trying to put down what your doing but sharing what I think is a faster and more accurate way…

I've been on AutoCad for many years, this works, but if you're going to work with it as a house plan, then it is much faster to draw over the PDF drawing , because to clean up the converted file will take you 10 times longer than to just draw over. The converted file is in small pieces.

You can use the command align also .. Simply draw a line corresponding to the length of any straight line and align the entire pdf file to that line
